DEMANDS FOR TRANSPARENCY IN HANDLING DISTRICT FUNDS

Boane (Mozambique), 8 Aug (AIM) - People in Maputo province are demanding more transparency in the handling of the seven million meticais (about 290,000 US dollars) that is granted from the Mozambican state budget every year to each of the country's 128 districts.
During President Armando Guebuza's four day working visit to the provinces he found people complaining to him, on several occasions, about the criteria for granting money from this Local Initiatives Investment Fund, which is intended for use in projects to produce food and create jobs.
Some of the people, who had the opportunity to speak at rallies addressed by Guebuza complained of alleged lack of transparency in the selection of beneficiaries. Others complained about delays in the disbursement of the funds, which often damaged their projects, because there is a calendar in agriculture, that must be respected.
Some farmers in Boane district told Guebuza that they had designed projects, which they submitted to the District Consultative Council. They said that , even after their project was approved, they never received the money.
So they decided to contact the district administration to find an explanation – and were amazed to be told they would now be given the corresponding amount in kind, rather than in cash.
"This situation worries us, because we live a long way from the district capital, we designed projects, and they were approved. We know that the money is to be granted in cash, and we do not understand why they want now to give it to us in goods", complained Boane farmer Artur Lucas Munguambe.
He added "we were hoping to have some support to produce food, and fight against poverty, but we can see no results from our approved projects. We do not know what we are going to do, because we were counting on that money, but now they want to give us goods".
Answering such complaints, Guebuza said the farmers were quite right: the money is to be granted in cash, not in kind, and must be repaid later, so that it becomes a revolving fund that can benefit other people, who also need to improve their production capacity.
'People ask for this money, and should be given it in cash. If they ask for a loan in kind, maybe", said Guebuza. "But our administration cannot compete in the market of buying and selling, and that is why it provides cash, controls its recovery and, of course, must make sure to verify whether the money is being used for the agreed purposes".
